Case No. MSP08-0009, Rock Island Major Subdivision                                      3/10/10
 

The proposed subdivision is located on the west side of Coeur d’Alene Lake, between Hull Loop Road and Swede Bay/Twin Beaches.  Access is via Kidd Island Road to Hull Loop Road to 6193 South Meckel Lane. 

 

The proposal is by Tri State Consulting Engineers on behalf of Nancy Newton, Manager of CAV OK LLC, to develop 101 residential lots and 13 open sewer lots on 69.1 acres and construct 1.9 miles of new private road network on 13.6 acres on the old Meckel Farm property; total acres of planned development 82.7.  While the average lot size is 0.6 acres, 75% (76) are less than half an acre and some as small as a fifth acre.  The 13 open sewer lots are to serve primarily as alternate septic drainfields if the individual lots aren’t found suitable and may also provide open space.   A total of 202 drainfield sites are required (primary and secondary for each lot).  The private road system will connect to Hull Loop Road.  Water for the subdivision will be drawn from Coeur d’Alene Lake, stored in a reservoir near Hull Loop Road, and treated via sand filter.  The applicant proposes a five phased development over time.

 

Some of the stated concerns with the proposal are:

·         The intensity of development is not consistent with the area’s rural setting

·         Affect on rural service levels for fire and law enforcement

·         Affect on the visual character of the area as seen from the lake, including night time light pollution

·         Traffic impacts on Hull Loop Road

·         The soil type is rated as very limited for drainfields, dwellings, and roads

·         Significant blasting is required due to amount of surface rock

·         Its located on slopes that drain directly to lake; concern for leaching of drainfield effluent or lawn fertilizers and affect on lake water quality and downhill domestic springs

·         Affect on wildlife movement and increased harassment

·         Noise impacts due to scale of proposal and phased development

A.     Case No. MSP08-0009, Rock Island, a request by CAV OK, LLC to create a subdivision consisting of one-hundred and one (101) residential lots and thirteen (13) open/sewer lots on approximately 82.7 acres in the Restricted Residential zone.  The subject site is located south of W. Hull Loop at 6193 S. Meckel Lane.  The site is described as PT Tax # 21905 [IN SW4 SEC 1] & PT Tax # 21905 [IN SE4 SEC 2] in Township 49 North, Range 4 West, B. M., Kootenai County, Idaho.  The parcel numbers are 49N04W-01-5450 & 49N04W-02-7250.  (Planner-Jay Lockhart)

 

IV.               NEW BUSINESS

 

A.     Case No. VAR09-0018, a request by Jim and Nancy Cox for a variance to the Kootenai County Zoning Ordinance front yard setback of twenty-five (25) feet.  The Applicant is requesting a variance of twenty (20) feet to allow a setback of five (5) feet to the front property line so that they may construct a home on approximately 0.172 acres in the Restricted Residential zone.  The site is located on a water access only parcel, east of Loffs’s Bay Road and south of Mitchell Bay Road.  The site is described as LA DEL CARDO BAY, LT 1, BLK 9 & PTN VAC BEAUTY AVE. of Section 23 Township 49, Range 04 West, B.M.
